As some international law jurists consider that the civil war raging within one country between two independent parties, as enemies, seeks both revenge and wipe out the other one , and did not recognize one another or accept joint rule.

The various legal and political definitions classify civil war as non-international armed conflict, focusing on the extent of the armed conflict, and on the description of the warring parties, which give the concept the characters of widening, generality ,and comprehensive.

There is no reference in international law documents about civil war concept, but focused on international armed conflicts in General.
